Summary of the 2007 NPDES MS4 Annual Report
In the 2007 permit year, Charles County broke ground on the Carrington community watershed restoration projects which provide water quality improvements for stormwater runoff from 45 acres of existing impervious surface. These projects include two wetland facilities located on elementary school properties. To date, over four hundred students from several County schools have participated in planting these wetland sites. This type of learning experience during adolescence helps build future stewardship of the environment.
Ongoing water quality efforts include continuation of the long-term monitoring station in Mattawoman Creek; further implementation of the 2003 U.S. Army Corps of Engineers Mattawoman Creek Watershed Management Plan; completing the Port Tobacco River Watershed Restoration Action Strategy and re-applying for Low Interest Non-Point Source Urban Pollution Clean-Up Revolving Loans from MDE for watershed restoration.

Summary of the 2006 NPDES MS4 Annual Report
Highlights of the 2006 report include completing the county-wide LIDAR and 2' contours; renewing the County’s cost share agreement with the U.S. Geological Survey to continue operating the long-term monitoring station in the Mattawoman Creek for an additional three years; receiving Coastal Communities Initiative grant funding from the Maryland Department of Natural Resources to draft ordinance amendments to implement enhanced site design recommendations from the 2003 U.S. Army Corps of Engineers Mattawoman Creek Watershed Management Plan; re-applying for Low Interest Non-Point Source Urban Pollution Clean-Up Revolving Loan from MDE for watershed restoration; and beginning engineering and permitting of the County’s first Watershed Restoration projects.
Ongoing activities include updating the NPDES MS4 information page on the County’s website, continuing a partnership with U.S. Geological Survey to maintain a long-term, real-time monitoring station on the Mattawoman Creek, and working with the Maryland Department of Environment and the Center for Watershed Protection on the Watershed Restoration Action Strategy grant for the Port Tobacco River Watershed.
The upcoming 2007 NDPES MS4 permit year will mark on-the-ground water quality improvements in Charles County. Water monitoring to help quantify these improvements is underway. Additionally, the upcoming 2007 NPDES MS4 permit year requires the County to outline a plan to implement the next Watershed Restoration goal, which is to restore another 10% of untreated impervious surface.

Summary of the 2005 NPDES MS4 Annual Report
Charles County has made several important efforts during the 2005 reporting period, which support permit activities. New accomplishments include gaining County Commissioner support to implement the Charles County Watershed Restoration study and the associated Capital Improvement Projects budget, applying for a 0% Interest Non-Point Source Urban Pollution Clean-Up Revolving Loan from MDE for watershed restoration, and obtaining a Watershed Restoration Action Strategy Grant for the Port Tobacco Watershed from MDE. Ongoing activities include stream and outfall monitoring, GIS-related work for source identification, illicit discharge investigations, continuing a partnership with the U.S. Geological Service to maintain a long-term, real-time monitoring station on the Mattawoman Creek, pursuing implementation of recommendations from the U.S. Army Corps of Engineers Mattawoman Creek Watershed Management Plan, and continuing a partnership with the Maryland Department of Natural Resources to obtain county-wide LIDAR and 2' contours.

Summary of the 2004 NPDES MS4 Annual Report
Highlights of the 2004 report include several important efforts, which support permit activities. These include continuing a partnership with the U.S. Geological Survey to maintain a long-term, real-time monitoring station on the Mattawoman Creek, completing a study with the U.S. Army Corps of Engineers that produced a Hydrologic Simulation Program Fortran (HSPF) computer model and management plan for the Mattawoman Creek Watershed, and partnering with the Maryland Department of Natural Resources to obtain county-wide LIDAR and 2' contours.
Other milestones of permit progress, include the completion of the Watershed Restoration Study, which recommends the projects necessary to achieve the 10% restoration of impervious surface in the Development District, and the initiation of the study to evaluate the effectiveness of the Maryland Stormwater Design Manual.

Summary of the 2003 NPDES MS4 Annual Report
Highlights of the 2003 report include compiling and updating over ten types of data in the computer Geographical Information System, adding over 250 urban Best Management Practices to the database, continuing urban storm water monitoring, completing the prioritization of the subwatersheds (drainage areas of 1-10 square miles) for restoration opportunities, implementing a procedure for handling suspected cases of pollutant discharges into the storm sewer system, and establishing a partnership with United States Geological Survey to continue a long-term water quality monitoring station in the County’s Development District.
