Preparatory Seminar

The seminar is mandatory and is only scheduled about twice a year so it is mandatory that you attend when notified. Vouchers will not be issued to those who do not attend.

The preparatory seminar advises those nearing the top of the waiting list of the HUD rules and regulations, HA policies and procedures, and how you can begin preparing for your enrollment briefing interview. When a voucher becomes available you will be scheduled for the enrollment interview with a Occupancy Specialist. The Occupancy Specialist will review family income to determine the portion, if any, that an applicant may have to contribute monthly for rent and utilities. Eligible families are issued a voucher which gives a family 60 days to locate a unit. Once a unit is located the family submits a Request for Tenancy Approval. The HA will review the request and inspect the unit to ensure that it meets HUD Housing Quality Standards (be decent, safe and sanitary) and meets a rent reasonableness evaluation to determine if the rent requested is reasonable for the area in which the unit is located. When the unit and tenancy are approved by the HA, contracts are executed between the tenant and Housing Authority. The HA will also execute Housing Assistance Payment (HAP) contracts directly with the owner. At that time, the family is given authorization to move into the unit.
