Preparatory Seminar

The seminar is mandatory. Vouchers will not be issued to those who do not attend.

The preparatory seminar advises those nearing the top of the waiting list of the HUD rules and regulations, HA policies and procedures, and how applicants can begin preparing for the enrollment briefing interview. When a voucher becomes available, applicants will be scheduled for the enrollment interview with an Occupancy Specialist. The Occupancy Specialist will review household income to determine the portion, if any, that an applicant may have to contribute monthly for rent and utilities. Eligible persons are issued a voucher which gives them 60 days to locate a unit. Once a unit is located, the head of household submits a Request for Tenancy Approval. The HA will review the request and inspect the unit to ensure that it meets HUD Housing Quality Standards (decent, safe and sanitary) and meets rent reasonableness. When the unit and tenancy are approved by the HA, contracts are executed between the tenant and Housing Authority. The HA will also execute Housing Assistance Payment (HAP) contracts directly with the owner. At that time, the tenant is given authorization to move into the unit.
