Ranking Factors

The Department of Housing & Community Development determines those most in need by evaluating and completing a personal assessment ranking scale. The ranking factors enable objective selection within State parameters and ensures service is provided consistent with the program objectives. In addition to the likelihood of attaining or continuing self-sufficiency, the following criteria will be evaluated: Critical Housing Need

  • Court eviction in hand
  • Displaced due to natural disaster
  • Domestic violence • Homeless
  • In danger of losing housing because of unexpected, temporary change in household income

  • Part time
  • TCA/SS/SSI
  • Child support
  • One fixed income only
  • No income
