Core Service Agency

The Core Service Agency (CSA) plans, manages, and monitors the Public Mental Health System.  Each year, we serve more than1800 children and adults through programs ranging from individual treatment to housing.  We help coordinate mental health care for persons who are transitioning from State Hospitals and other institutional settings into the community. We also provide mental health services to consumers in the local Detention Center.  Case management services are offered to adults, children, the homeless mentally ill, and persons leaving the Charles County Detention Center. About 75% of our consumers have Maryland State medical benefits of Medicaid, Primary Adult Care, or the Maryland Child Health Insurance Program. 

The Core Service Agency assesses community mental health needs and develops the current Mental Health Plan.  The CSA works with mental health providers and clinics to promote new approaches to mental health treatment.  These efforts include a “wellness and recovery” program, a mental health outreach program to seniors, resource coordination for veterans, and a “hospital diversion” program.  We also arrange clinical training seminars for local mental health practitioners, and we formally evaluate local mental health programs and needs.

The Maryland Mental Hygiene Administration funds most of our local programs, and we are also funded through U.S. Housing and Urban Development, a Federal Block Grant, and other sources. Local mental health programs are offered on either a contractual or “fee-for-service” basis.
