Ty Fuqua, Network Manager
Network is responsible for Charles County Government’s Network Infrastructure. This infrastructure includes multiple Charles County Department’s Local Area Networks (LANs) which are connected via the County-wide Institutional Network (I-Net). This Network consists of several hundred Desktop Computers and several LAN Servers connected together through various topologies made up of T-1 circuits, fiber-optic cabling, Cat-5 cabling and 2.4 ghz wireless ethernet.
General Responsibilities for Network include the following:
NETWORK TECHNICAL SERVICES
Design, configure, manage, and troubleshoot network hardware and network services/applications.
LAN's/WAN
Provide network administration for, and the configuration and maintenance of LAN's/WAN (I-Net). Specific hardware includes network hubs, network printers/plotters, routers, cable modems, switches, and file servers.
NETWORK SOLUTION SERVICES
Network services included are NDS (Novell Directory Services), internal email routing, file and application access, LAN/WAN connectivity, Cable Television Services, and web oriented services such as HTTP browsing, FTP, DNS, website support, and SMTP/POP3 e-mail.
NETWORK APPLICATIONS
Network applications included are e-mail (GroupWise/GWAVA), O/S’s (NetWare, Linux, MS NT/2000) Desktop Management (ZenWorks), Database application support (Apache/Tomcat, , MySQL), Network file backup and restore services (Veritas Netbackup).
NETWORK SECURITY
Design, configure, manage, and troubleshoot network security infrastructure. Included are IDS (Intrusion Detection System), Firewall management, Virus scanning, Spam scanning, VPN system services management, Proxy server management (Border Manger), Web Browser Control, SpyWare protection, and NAT.
WIRELESS NETWORKS
Design, configure, manage, and troubleshoot County wireless networks (award winning). This includes the point to point, WiFi, and the 800 mhz tower data network (TDN).
TELECOMMUNICATIONS
Provides backend support and configuration of telecommunications systems including the VoIP telephone systems, CATV, and video conferencing system.
APPLET DEVELOPMENT
Currently design and write network and PC applications to enhance the network environment and to solve specific related issues. Develops network and PC applications to enhance the network environment and to solve specific related issues.
WEB SITE DEVELOPMENT/MAINTENANCE
Manages/Administers County Intranet/Internet web site development and design.
County government internet site has grown to 6,000+ pages. County government intranet site has grown to 4,000+ pages.
WEB CONTENT DESIGN
Performs graphic design, content and HTML formatting Of County Internet/Intranet web sites.
Web development requires interaction with boards, commissions, committees, and workgroups.
Coordinates with County and other agencies to plan, design, and maintain content of web pages
WEB APPLICATION DEVELOPMENT
Web site now requires server and client side application (smart) capabilities to allow visitors to interact with pages. This requires a higher degree of technical ability and a broader knowledge of new web techniques such as JSP, XML, CSS, JavaScript, as well as a broad knowledge of various computer environments such as Windows XP, Novell, Apache, Tomcat, DB2, My SQL
WEB SYSTEM MANAGEMENT
Ensures reliable operation of the County’s Internet/Intranet web servers.
Performs file transfers (FTP) from /to web sites and public bulletin boards.
Maintain monthly log analysis reports for website statistic reporting
Maintains current knowledge of software releases; various browser abilities and limitations, acquires and applies software upgrades as required.
SOFTWARE
Troubleshoot errors/develop resolutions for personal computer network applications.
Troubleshooting department specific database software.
Maintain current knowledge of network software releases; acquire and apply software upgrades as required.
Assists with the registration of software purchased by IT
DESKTOP SUPPORT SERVICES
Maintains centralized help desk for county computer users.
Creating and maintaining network accounts and associated network access.
Create/Maintain Documented solutions to uncommon problems.
Make Cat5/CATV/Fiber cables as required.
Contacts vendors for warranty service.
CCG-TV SUPPORT SERVICES
Design, procure, configure, manage, and troubleshoot configuration of county network video systems.

Coordinate Transcription Process
Render Captioned Video for broadcast
Convert Captioned Video for Web Media Format
Archive/Catalog Video Files.
PROJECT MANAGEMENT
Interact with Department heads, outside agencies, and vendors, in the support of approved Technology enhancement projects. Manage budget, manpower, and computer resources to effectively complete projects within budget and on time.
