The Hughesville Village is the largest rural village center in Charles County. It is located at the crossroads of MD 5 and MD 231 with easy access to Prince Frederick in Calvert County, Charlotte Hall and Lexington Park in St. Mary’s County. With the adoption of the Northeastern Alignment for the Hughesville Bypass, an opportunity arises to revitalize the Village Center of Hughesville and to attract new businesses to this regional center.
Along with an eleven member work group appointed by the County Commissioners, the County is developing an economic development/revitalization plan for the rural village of Hughesville. The plan will be adopted as part of the Charles County Comprehensive Plan and will address the types of economic development necessary to revitalize the existing village and the physical improvements necessary for revitalization to occur. The revitalization plan will include a market analysis to determine the potential market for different economic activities, as well as urban design, streetscape, and adaptive reuse recommendations aimed at improving the overall appearance of the Village. By creating a unique sense of place, it is hoped that existing businesses will be enhanced and new businesses will be attracted to the Village.
Some preliminary work with the citizenry of the area has already been completed. On August 4, 2004 a public meeting was held to elicit public input regarding the future of Hughesville. The meeting included formal presentations as well as breakout sessions to receive audience input. As a result of the initial public meeting the following vision statement was designed to capture the essence of this vision for the future:
Hughesville will be a vibrant rural community with a main street that is pedestrian in scale and lined with local shops. It is a place where people can meet in public spaces adjacent to refurbished store fronts. It is a place where main street provides the commercial services required by the surrounding local community, and where the public facilities adequately serve the needs of the residents.
The Hughesville Village Revitalization Advisory Committee (HRAC), has been formed to provide policy direction on the development of the revitalization plan. It is anticipated that the work group will complete their work on the plan in the Summer of 2006. At the completion of their process, a draft planning document will be produced. Both the Planning Commission and the County Commissioners must conduct public hearings to solicit public comments on the draft plan.
This website has been established to provide information on the Plan. We will do our best to keep the site updated by posting information in a timely manner. In addition to the information on the website, you can get information on the Plan and/or the update process in the Charles County Planning Office (link to “How to contact us”). During the course of the process, there will be many opportunities for the public to participate and provide feedback to local officials and the workgroup. We encourage you to attend the public meetings and hearings.
