The Division of Resource & Infrastructure Management (RIM) is responsible for the planning, coordination and management of facilities related to water resources, sewage treatment, solid waste, public school capacity, and transportation infrastructure, coupled with Geographic Information System (GIS) services for Charles County. RIM administers the County's Adequate Public Facilities Ordinance (APFO) in coordination with the County’s Planning Division to ensure that private development projects meet the minimum standards to promote the public health, safety, and welfare for all County citizens and visitors. The GIS Section of RIM develops, coordinates, and administers mapping services to internal and external customers to provide the highest level of information services available.

The RIM Division is the County liaison with state and local agencies for the management of potable water resources as well as wastewater treatment facilities. This includes the capacity management of these facilities through system modeling, allocation of capacity, and monitoring. As areas needing improvement are identified, the RIM Division coordinates with the County's Capital Services Division to develop projects to address these areas of concern. Further, the Division manages the Comprehensive Water and Sewer Plan to develop the goals, objectives, and policies that govern the water and wastewater infrastructure in the County. RIM is also responsible for the development and management of the Comprehensive Solid Waste Management Plan which includes solid waste collection, recycling, and disposal facilities.

As a major part of the County's APFO, the RIM Division carefully reviews all transportation infrastructure related to private development and public capital road projects. The Division is further responsible for the local oversight and coordination of Federal, regional and state transportation studies, plans, and construction projects. This coordination effort includes highway projects, transit projects, bicycle and pedestrian projects, and developer-build transportation facilities.

The Division provides support to the County Commissioners, the Planning Commission, the Board of Appeals, internal departments, and County citizens to ensure that goals and policies of the Charles County plans and ordinances are being met.
